Throw the dice and move to the dropped value. If you have gold, you can buy free land. If an enemy falls on your land, he must pay tribute to you. The same applies to you - if you fall on enemy land, you may duty. By touching on enemy land, you can rebuy a land from the enemy to own all the nearby land. If you own all 3 nearby lands, you can build houses on those lands. A bigger house brings more duty. If the enemy can't pay their duty debt, they may try to sell their land or houses. If he has no land or houses and he still has debt, he goes to jail. If you have debt, try to sell your land or houses. If you can't pay your debt, the game is over.
